将来世代考慮レジームの6原則（指導原則）（案）

将来世代がニーズを満たす能力を損なわない現世代の決定、行動、不作為が世代を超えた影響を将来世代に及ぼすことを認識し、現世代は、自らの決定と行動が、将来世代が自らのニーズを満たす能力を損なわないように努める。

世代間の連帯が人類の繁栄の基盤として不可欠世代間の連帯と対話ならびに社会的結束の促進が人類の繁栄の基盤として不可欠なものであること、また、将来世代には子供などの未成年や若者、ならびに、まだ存在していない、この地球を受け継ぐすべての世代が含まれることを認識する。

全ての人は、現在及び将来の世代のため環境を保護し改善する責任があるクリーンで健康かつ持続可能な環境への権利が人権として認められていることから、すべての人は、現在及び将来の世代のため環境を保護し改善する厳粛な責任を有する。環境の劣化、気候変動、生物多様性の喪失、砂漠化および持続不可能な開発が現在および将来の世代がすべての基本的人権を効果的に享受する能力に対する最も重要かつ深刻な脅威の一部を構成することを認識しなければならない。

世代間の共通だが差異ある責任を考慮する現世代は、その決定において世代間の衡平性と世代内の衡平性がともに考慮されるようにしなければならず、また、世代間の共通だが差異ある責任を考慮しなければならない。

貧困等の不平等と不公正の世代間伝播をなくす現世代は、貧困と飢餓、不平等と不公正の世代間伝播をなくすように努めなければならない。

すべての人は、公的機関が保有する世代間問題の情報にアクセスする権利があるすべての人は、利害関係を表明することなく、公的機関が保有する世代間問題についての情報にアクセスする権利を有する。公的機関は、世代間の衡平性に抵触する可能性のある世代間問題についての情報や指標を収集し、一般に公開しなければならない。

Recognising that the decisions, actions and inactions of present generations have an intergenerational multiplier effect on future generations, present generations shall endeavour to ensure that its decisions and actions do not compromise the ability of future generations to meet their own needs.

Recognising that the promotion of intergenerational solidarity, as well as intergenerational dialogue, and social cohesion is an indispensable part of the foundation for human prosperity, and that future generations include children and young people, as well as all those generations that do not yet exist, and who will inherit this planet.

Given that the right to a clean, healthy and sustainable environment is recognised as a human right, all persons bear a solemn responsibility to protect and improve the environment for present and future generations. It must be recognised that environmental degradation, climate change, loss of biodiversity, desertification and unsustainable development constitute some of the most pressing and serious threats to the ability of present and future generations to effectively enjoy all human rights.

The present generation must ensure that its decisions take into account both intergenerational and intragenerational equity, and must also consider the common but differentiated responsibilities between generations.

Furthermore, the present generation must strive to eliminate the intergenerational transmission of poverty and hunger, inequality and injustice.

All persons have the right to access information held by public authority on intergenerational issues without having to declare an interest. Public bodies must collect and disseminate information and indicators on intergenerational issues that may conflict with intergenerational equity.
