Research Objectives

S-8-1(2) Development of a climate change downscaler and its practical implementation

  To develop a downscaling assessment system (downscaler) that will allow policymakers, technical staff, and researchers to independently make local climate change projections and assessments (at the prefectural and municipal levels). The ultimate aim is to contribute to local impact assessments by strengthening cooperation with the sectoral impact teams. Three groups will share the work under this research theme to ensure that development of the downscaler proceeds efficiently.

① Research on development of user support system
  A simplified system for experimental operation will be prepared as a prototype of the downscaler. Moreover, guidelines, etc. will be introduced to inform users of the system for assessing the uncertainty of projected results and the reliability of projected results. The downscaler and technical support for it will be provided to the overall S-8 project, and the results will be fed back to enhance the level of completeness of the system.

② Research on development of climate change assessment method and preparation of guidelines
  Efficient and highly accurate downscaling methods (pseudo global warming) will be developed and improved, and observation data will be gathered and compiled. Moreover, the verification, accuracy, applicable limits, etc. of the pseudo global warming method under a broad range of conditions will be investigated. In cooperation with ① and ③, the downscaler and technical support for it will be provided to the overall S-8 project, and the results will be fed back to enhance the level of completeness of the system.
  Guidelines will be prepared for effective use of projected results by nonspecialists.

③ Research on cooperation between impact assessment researchers and policymakers and assessment of utility of downscaler
  Issues related to the downscaler to be developed will be elucidated. Based on the results of a questionnaire survey on the downscaler, further exchanges of opinions with local policymakers in Hokkaido, etc. will be carried out to gain a more concrete understanding of requirements. Experimental operation using a beta version of the downscaler will be implemented, and based on the results, the downscaler will be assessed in cooperation with researchers of Themes 1 and 2.
  Preparations will be made toward public distribution, and the necessary tasks will be undertaken in cooperation with impact assessment researchers of S-8.
