Research Objectives

S-8-2(1) Research on comprehensive assessment of climate change impacts and adaptation policies in local communities

 Hosei University

  Utilizing the simplified method provided by Theme 1, which will make assessment of climate change impacts, etc. possible at the local level, climate change impacts on various aspects of local communities, such as ecosystems, agriculture, floods, and so on, will be comprehensively analyzed in cooperation with a number of universities and research institutions in the Kanto and Chubu regions. In particular, a model local government area will be selected as a target area to extract issues toward the establishment of methods for realizing quantitative local-scale impact and vulnerability assessments and gaining an understanding of corresponding adaptation effects. Moreover, impact risk assessments, etc. that are easy for residents to understand will be elucidated and, based on these findings, a system of adaptation measures that meets the actual conditions of the area and is acceptable to the residents will be explored and adaptation policy guidelines (plans) will be formulated. A local government consortium (information exchange and consultation organization) will be established with platform functions aimed at disseminating the results of research on climate change impacts and adaptations, information on policies related to climate change adaptations, and so on throughout the country, as well as facilitating information exchanges, in order to contribute to the enhancement of future climate change research and implementation of adaptation policies in society.

① Research on construction of database and composition of platform functions concerning climate change impacts and adaptation studies targeting local regions
  The needs of local research institutions, administrative authorities, universities, etc. with respect to information gathering and the preparation of a database for climate change research will be investigated by means of questionnaire surveys, hearing surveys, and so on. The systematization and standardization of research information, etc. will be studied by research information standardization investigations and hearing surveys, and a database of research information, etc. will be constructed. This information database will be administered and utilized.
  An investigation committee consisting of representatives of local governments will be established to study the desirable form of a local government consortium equipped with information platform functions. A consortium preparatory committee will be inaugurated with the cooperation of related local governments, and after experimental exchanges and utilization of information, trials and full-fledged operation of the “Local Climate Change Research Center” (provisional name) (local government consortium), possessing functions for information exchanges among research institutes, administrative authorities, residents, etc., will be carried out to develop a foundation for centralized aggregation of climate change research results and nationwide information dissemination and exchanges.

② Research on comprehensive assessment method and adaptation policies concerning climate change impacts on local communities (community development, livelihoods, etc.)
  A research committee consisting of representatives of local governments concerned, experts, etc. will be established, the actual efforts of local governments will be investigated, local basic data, etc. will be gathered and analyzed to elucidate the status of accumulation of climate change impact-related findings and gain an understanding of actual efforts in local government bodies, and an investigation of climate change monitoring indexes and extraction of issues will be implemented.
  Meteorological data and local basic data concerning climate change impacts in model local government areas will be gathered and analyzed, and hearing surveys, etc. will be implemented with participation by experts and people in areas in which progress has been made, to elucidate the actual conditions of local climate change impacts. Moreover, in collaboration with the teams engaged in national-level research under Theme 1, trial quantitative assessments of climate change impacts will be carried out to gain an understanding of the issues involved.
  Centering around the model local government areas, quantitative assessments of local level climate change impacts will be implemented in a full-fledged manner, and verification of the vulnerability assessment method and extraction of issues will be carried out. An adaptation policy model will be investigated based on the results obtained, and adaptation policy guidelines will be prepared utilizing the local government consortium and a participation type method.

③ Citizen participation type climate change impact risk and vulnerability assessments and consensus development for adaptation policies
  Through interview surveys of experts in each sector and area, their framework of recognition with respect to impact risk assessments, etc. will be analyzed, and the process of formulating policies for pioneering adaptation measures, as well as participation type methods and consensus development methods, will be reviewed.
  Interview surveys will also be conducted on a focus group of residents, their framework of recognition, etc. with respect to impact risk assessments, etc. will be analyzed, and the process of formulating policies for adjacent policy fields, as well as participation type methods and consensus development methods, will be reviewed.
  Scenario workshops, etc. with the participation of various people concerned will be implemented, and through the analysis of behavior changes before and after experiments, the desirable forms of participation type methods and consensus development methods will be verified, and ways of improving the degree of recognition of and receptivity to adaptation measures will be sought.

④ Research on impact assessment of climate change and adaptation policies in Kanto and Chubu regions
  Themes according to the characteristics of each local area in the Kanto and Chubu regions will be established, and analysis and development of methods, etc. related to the monitoring and assessment of climate change impacts, investigation of adaptation measures, etc. in local areas will be carried out.
(Ⅰ) Monitoring and impact assessments for investigations of climate change adaptation measures as well as development of local environmental education programs in the Kanto and Chubu regions
ⅰ) Preparation and public release of a database for investigations of climate change adaptation measures and vulnerability
ⅱ) Monitoring of climate change impacts by observing wild butterfly distribution patterns in Yamanashi Prefecture, and development and testing of a citizen participation type climate change impact survey program
ⅲ) Preparation and public release of a climate change impact and vulnerability information database for Tokyo and four other prefectures, and development, public release, and operation of an information disclosure system and information communication system for the general public

(Ⅱ) Research on development and assessment of a method for elucidating impacts of climate change on agriculture, etc. in Saitama Prefecture
ⅰ)Development of a simple heating system and simple heating chamber for cultivated fields
ⅱ)Implementation of heating response experiments using Saitama Prefecture as a model area
ⅲ)Gathering and systematization of climate change impact information, etc. in Saitama Prefecture and construction of a database
ⅳ)Analysis of actual conditions of climate change and impacts on phenology, crop growth, etc.
ⅴ)Elucidation of climate change impacts on local crops and investigation of adaptation measures
ⅵ)Standardization and proposal of a method of climate change impact investigation with citizen participation

(Ⅲ) Research on analysis of relationship between climate change and localized extreme events such as sudden localized torrential downpours in Tokyo
ⅰ)Central deployment of seven weather robots
ⅱ)Elucidation of actual conditions of climate change and actual conditions of occurrence of localized extreme events such as sudden localized torrential downpours by weather observation data analysis
ⅲ)Survey of schoolchildren’s attitudes toward climate change, disaster prevention, etc.
ⅳ)Analysis of relationships between climate change and localized extreme events, and elucidation of mechanisms
ⅴ)Investigation of projection of localized extreme events and desirable form of information dissemination

(Ⅳ) Research on establishment of climate change impact observation indexes, etc. in Kanagawa Prefecture
ⅰ)Aggregation of observation data from air pollution monitoring stations and past observation data such as flowering and fruiting times of fruit trees, etc.
ⅱ)Measurements of temperature, etc. in various places in the prefecture
ⅲ)Tasks related to measurement data including analysis, preparation of charts, etc.
ⅳ)Participation in tasks related to the selection of common local indexes, and selection of individual prefectural indexes
ⅴ)Concrete investigation of systems for observation of common local indexes and individual prefectural indexes
ⅵ)Selection of volunteer groups and individuals to collaborate with and requests for cooperation, as well as implementation of periodical observations and receipt of periodical reports
ⅶ)Compilation of relationships of measurement data such as for weather, etc. and citizen participation type climate change environmental monitoring results
ⅷ)Investigation of adaptation measures in response to climate change impacts

(Ⅴ) Research on development of methods for climate change impact assessments and formulation of adaptation measures in Nagano Prefecture
ⅰ)Acquisition of meteorological data on mountainous areas and proxy data such as annual growth rings of trees as well as reconstruction of past temperatures, and preparation of climate change projection maps using meteorological data on mountainous areas and projection model
ⅱ)Systematization of biological distribution data and field survey of mountain ecosystems that are vulnerable to climate change as well as preparation of distribution model for biological vulnerability assessments, extraction of vulnerable areas using biological distribution model, etc., and vulnerability assessments of mountain ecosystems obtained from field surveys
ⅲ)Data gathering required for agricultural impact projections as well as preparation of datasets for agricultural impact assessments, and climate change impact assessments using a model for crop yields and suitable cultivation areas
ⅳ)Implementation of an investigation of citizen participation type monitoring methods and monitoring surveys, and promotion of citizens’ understanding of adaptation measures
ⅴ)Gathering of basic data required for a climate change impact assessment model, and investigation of formulation of adaptation measures
ⅵ)Testing and verification of climate change impact assessments provided by the teams engaged in national-level research
