Summary of the 23rd Workshop on Greenhouse Gas Inventories in Asia (WGIA23)

Annual workshops have been held since 2003 (excluding 2020 due to the COVID-19 pandemic) to support Asian countries to improve the accuracy of their greenhouse gas (GHG) inventories and to facilitate the enhancement of cooperative relationships in the Asian region.

The meeting brought together a total of 124 participants, including representatives from the 15 WGIA member countries, (Bhutan, Brunei, Cambodia, China, India, Indonesia, Japan, Republic of Korea, Laos, Malaysia, Mongolia, Philippines, Singapore, Thailand, and Viet Nam), four observer countries including Türkiye, which will serve as the COP31 Presidency, and representatives of the Intergovernmental Panel on Climate Change Task Force on National Greenhouse Gas Inventories (IPCC TFI), the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC), International Energy Agency and others.
The program provided an opportunity for Mutual Learning on GHG inventories and for sharing updates on the preparation and reporting of GHG inventories under Biennial Transparency Reports and National Inventory Documents. Participants also exchanged knowledge on the application of higher-tier methodologies in the energy sector, the development and utilization of country-specific emission factors, and approaches to applying and progressively reducing the use of flexibility provisions under the Enhanced Transparency Framework of the Paris Agreement.
The meeting also featured discussions on lessons learned from the Technical Expert Review, and Facilitative, Multilateral Consideration of Progress, and recent developments related to the IPCC TFI. Through these exchanges, the workshop contributed to strengthening technical capacities for transparency-related reporting while also fostering closer cooperation and networking among countries in the region.
