    GIO Researcher, Tomoyuki Aizawa attended CRF Reporter Technical Meeting. CRF Reporter is the software developed by the UNFCCC, and Annex I Parties are required to use it for preparing GHG inventories starting from 2006. Participants shared the experiences and identified the issues to be addressed on utilizing the CRF Reporter.

    GIO submitted the National Greenhouse Gas Inventory (NIR) and Common Reporting Format (CRF) to UNFCCC secretariat. Annex I Parties are required to annually submit NIR and CRF to the UNFCCC secretariat.

    GIO Manager, Dr. Nakane attended the meeting and primarily took part in discussions on the methodologies and uncertainty for emission estimation.

    GIO Researcher, Tomoyuki Aizawa attended the workshop on national systems under Article 5, Paragraph 1 of the Kyoto Protocol and was engaged in an active exchange of information on the improvements of national systems primarily focused on Annex I Parties.
  • FebruarySecond Workshop on Greenhouse Gases Inventories in Asia Region (WGIA) (7-8 February, Shanghai, China)
    The Ministry of the Environment of Japan (MoEJ) and the National Institute for Environmental Studies (NIES) jointly convened the 2nd WGIA. Inventory researchers and governmental officials from ten countries in Asia Region and representatives from three international organizations actively discussed and shared experiences and issues to be addressed on the developments of greenhouse gases inventories in each participating country and the advantage and the use of the network in Asia Region.

    Under the APN CAPaBLE Inventory Project,researchers from Thailand participated in training of operating the improved measurement instrument in the field in Thailand with assistant from Japanese experts.
  • JanuaryMinistry of the Environment, FY2004, Committee for Greenhouse Gases Emissions Estimate Methods (#1) (27 January, Ministry of the Environment of Japan (MoEJ))
    2004 Committee for the Greenhouse Gas Emissions Estimation Methods (1st Session, 2004) was organized and convened at MoEJ contemplating the following matters: (1) greenhouse gas emissions estimation methods for 2003, (2) changes to be made in greenhouse gas estimation methods in Energy and Waste sectors, (3) carbon balance in the process of petroleum refining, (4) Quality Assurance /Quality Control system in Japan, and (5) NE (not estimated for existing emissions by sources and removals by sinks of greenhouse gases which have not been estimated) in Japan's greenhouse gas inventories. GIO provided technical support to MoEJ for conducting the committee such as identifying issues to be addressed and preparing necessary documents for the meeting.
