Japan’s National Greenhouse Gas Emissions and Removals in FY2024
The Ministry of the Environment and the National Institute for Environmental Studies have released Japan’s National Greenhouse Gas Emissions and Removals for fiscal year (FY)1 2024.
Japan’s national greenhouse gas emissions and removals for FY2024 were 994 million tonnes of carbon dioxide equivalent (Mt CO2 eq.), showing a 1.9% (18.8 Mt CO2 eq.) decrease compared to FY2023, and a 28.7% (399.5 Mt CO2 eq.) decrease compared to FY2013. The emissions and removals mark the lowest since FY2013 and fell below the 1 billion tonne milestone for the first time. This shows a continued decreasing trend in total.
The main factors for the decrease in emissions compared to FY2023 are considered to be reduced energy consumption due to reduced production in the manufacturing industries sub-sector and further decarbonization of power sources (the combined share of renewable energy and nuclear power in the power source mix exceeds 30%).
F-gas emissions (HFCs, PFCs, SF6, and NF3) turned to a decrease for the first time in 2021 since their increasing trend began in 2009. They further declined between 2023 and 2024, with their emissions in 2024 at 32.2 Mt, which was a 4.8% (1.6 Mt) decrease compared to 2023. Five years have passed since the revised Act on Rational Use and Proper Management of Fluorocarbons came into effect, and necessary revisions are currently under consideration to further limit HFC emissions.
Regarding measures for forests and other carbon sinks, the removals in FY2024 were 52.3 Mt (53.9 Mt in FY2023). As for blue carbon, which is attracting high expectations as a new sink, the removals were 0.32 Mt, similar to the previous fiscal year.
