NIES and NCDR (Taiwan) concluded a Memorandum of Understanding for Joint Research
After signing the MOU, we introduced each other's research activities and had an active discussion on the importance of interdisciplinary collaboration and disseminating information to local governments and the citizen. Under this MOU, we will continue to exchange scientific information and collaborate in research activities.

1. Background
In the humid climate of East Asia, both Japan and Taiwan are exposed to the harshness of nature, such as typhoons, floods, and intense heat. In recent years, the effects of climate change on heavy rainfall, heat, and agricultural yields have become apparent, and it is predicted that these effects will worsen in the future. In addition, NIES and NCDR are responsible for collecting and disseminating information on climate change adaptation under the Climate Change Adaptation Act (Japan) and the Climate Change Response Act (Taiwan), respectively, so it is crucial for both Japan and Taiwan to strengthen their efforts in climate change adaptation based on climate and socio-economic projections.
Therefore, NIES and NCDR have decided to enter into a MOU for joint research with the aim of holding seminars and other mutual discussions to develop research that can contribute to addressing the aforementioned issues. This will include sharing and exchanging views on the issues and research being undertaken on both sides.
2. Contents of the MOU
(1)Purpose
The purpose of the MOU is to foster collaboration on disaster risk management and climate change to improve the scientific ability to support science-based decision-making and facilitating actions at all levels of society.
The purpose of the MOU consists of the following:
(a) Exchange of scientific materials, publications, and information
(b) Research collaboration
(2)Collaboration framework
- To hold seminars and/or workshops
- To share the intellectual property generated from future Joint Research
(3)Effective Period
5 years
3. Discussion on Future Collaboration
At the signing ceremony, there was an active discussion on the importance of interdisciplinary cooperation and the dissemination of information to local governments and the public. It is expected that the seminars held between the two institutions and the close exchange of information will lead to concrete joint scientific activities. Additionally, by maintaining a forum to discuss climate change adaptation for the research institutions with similar backgrounds and geographical proximity, it is anticipated that a strong collaborative relationship will be established. This would enable more precise policy recommendations when new challenges arise in the future.
