-LocalUnits の内部データ構造を一部修正。site ID、feature IDを保持するデータ
の内部での扱いを変更して大量データでのin 演算子の実行速度の低下を抑制し、
数十万 site でも実用的な速度で処理が可能となった。
-Local_unit ファイルの読み込み部分を修正。小数点以下の値がある場合、エラーと
せずにこれを切り捨てるようにした。
