Completion of report booklet of “Policy Dialogue and Network Building of Multi-stakeholders on Integrated Decentralized Domestic Wastewater Management in ASEAN Countries”

The National Institute for Environmental Studies (hereinafter referred to as NIES) as the implementing agency of "Policy Dialogue and Network Building of Multi-stakeholders on Integrated Decentralized Domestic Wastewater Management in ASEAN Countries” (hereinafter referred to as JAIF-PoDIWM project) by utilizing the Japan-ASEAN Integrated Fund (JAIF) *1 started in July 2018, have published a report booklet that briefly summarizes the current status of water environment and domestic wastewater management in 9 ASEAN countries who participated in the project, and activities related to the formation of a network of policy makers and experts to realize proper management.

 While Southeast Asian countries are facing rapid economic growth, industrialization, and an increase in urban wastewater (sewage) due to population growth, systems for promoting appropriate wastewater treatment have not yet been fully developed. In the JAIF-PoDIWM project, NIES, in collaboration with the Ministry of Public Works and National Housing of the Republic of Indonesia, worked with the 9 target countries in ASEAN *2 for two years and five months from July 2018 to address common issues in the Southeast Asian region. We have deepened our understanding and have made efforts to form networks with stakeholders surrounding the water environment in each country. At the same time, we have contributed to human resource development by conducting capacity building training and two policy dialogues for policy implementation.

 At the end of the project, NIES have created a report booklet (hereinafter referred to as "booklet") that allows participants to briefly share the wisdom cultivated in this project by extracting, writing, and editing important matters from the more than 1,000 pages final report. The booklet will be useful tools so that the 9 target ASEAN countries who participated in the project could share the current situation and issues of each other and each country, refer to the implementation results of the project as necessary, and contribute to the realization of the policy.

2. About the booklet and expected results

 This booklet briefly summarizes and introduces the current situation and issues related to water environment and domestic wastewater management in each country based on the field survey conducted over 2 years and 5 months in the JAIF-PoDIWM project. It also mentions the activities of the task force members formed in each country and the content of policy recommendations based on those activities. In addition, you could see lively discussions among a network of policy makers and experts in each country and overseas which was built through training and policy dialogues held by project participants. As a culmination of the project, it also published a joint declaration for the realization of appropriate domestic wastewater management and a policy itinerary (roadmap)(Referred to Chart3) for solving problems in the entire ASEAN region.

 Through this project, the entire ASEAN region and member countries could recognize common issues and characteristic problems. And it is expected that the established network of policy makers and experts will reach policy realization and implementation at the national and urban levels. This booklet, which covers the results of these activities, promotes the independent growth and development of human networks. And it is hoped that it will be widely used as a material for expanding the active support and participation of many organizations and any other organizations that are interested in the conservation of the local water environment.

*1 A fund established at the ASEAN Secretariat in 2006 based on contributions from the Government of Japan to support ASEAN, which is proceeding with integration toward the establishment of the ASEAN Community(Japan-ASEAN Integration Fund).

*2 Target countries: 9 ASEAN member countries, Indonesia, Cambodia, Thailand, the Philippines, Brunei, Vietnam, Malaysia, Myanmar, and Laos, excluding Singapore, where the proper management system for domestic wastewater is already widespread.
