Development of infrastructure for environmental research: Center for Environmental Risk Resarch

@In the assessment and management of risks posed by chemical substances, we must carry out the major task of gathering risk-related information and research results as well as developing an infrastructure for the efficient dissemination of information. We also need to constantly update the ecological assessment of chemical substances in response to changing social circumstances inside and outside of the country because of the manufacture and importation of chemical substances with novel characteristics, such as nanomaterials, and discharge of pharmaceuticals into the environment. On the basis of such situations and as the project for the gdevelopment of infrastructure for environmental researchh, we will develop and improve our functions relating to environmental risks with respect to gdeveloping a chemical substance database and providing informationh and our role as a greference laboratory for eco-toxicity testingh.

Development of chemical substance database and dissemination of information


@In this project, we will continuously update and improve our chemical database gWebkis-plush and other related databases made available at our website. We will increase the availability of newly developed information and the results of our research efforts. At the same time, we will strengthen the infrastructure used for making available tools for environmental risk evaluation, such as environmental dynamics-prediction models. For the time being, however, we will focus our activities on the following: (1) Update and improvement of the Webkis-plus database: The latest information will be added, including shipments of agricultural chemicals, environmental measurements contained in a survey by Ministry of the Environment entitled the State of Chemical Substances in the Environment, amounts of chemical substances manufactured and imported, PRTR emission and transportation amounts, and the results of risk evaluations. The latest information on laws and regulations will be also published here. (2) Update and improvement of EnvMethod: The analytical method used in the State of Chemical Substances in the Environment report, which is released every year, will be added. (3) Development of database for ecotoxicity information: We will begin developing the infrastructure for ecotoxicity information. In addition, the web pages will be redesigned to increase user convenience.

Establishment of greference laboratoryh for ecological hazard assessment


@We will carry out the following projects in order to develop functions as a core laboratory which establishes standards and criteria for eco-toxicity testing in Japan and abroad. (1) Collaboration and cooperation with institutions inside and outside Japan: Based on the latest research trends and social situation relating to environmental risks, we will collaborate with relevant institutions inside and outside Japan and cooperate on the development of new test methods, i.e. cooperation on the development of protocols for the OECD guidelines, the participation in a ring test to introduce the biological evaluation of water quality (WET Test Methods), etc.;
(2) Introduction and understanding of eco-toxicity tests: By choosing the essential methods necessary for environmental risk assessment from a variety of eco-toxicity tests, we will provide the practical training to the test laboratories in Japan to act as a center in order for improvement of accuracy to standardize the test procedure; (3) Development of and support for the infrastructure for the eco-toxicity tests: We will develop an efficient maintaining and supply system for laboratory organisms (e.g. cyprinodonts, etc.) as designated by law, and provide them to testing laboratories.

@Through the above projects, we will continuously update the information in our database relating to risks from chemical substances and make access and use more convenient. We will promote environmental risk assessment by increasing the reliability of ecological impact assessment data. In addition, we will contribute to the promotion of environmental action plans and the achievement of building a safe and comfortable society through the provision of diverse information relating to environmental risk evaluation to administrators, researchers, and citizens.

@In order to achieve the Goals of WSSD 2020, we must develop a comprehensive view of risks to human health and ecosystems, and develop techniques for the assessment and management of the risks based on transparent and scientific evidence as well as an emphasis on a preventive approach. We also need to propose methods to address immediate and real issues as well as ways to use these techniques.
@For this purpose, we will carry out research projects, taking policy needs into consideration, as gresearch on risk assessment of chemical substances in line with environmental action plansh.
1. Development of a new method for estimating emission of chemical substances to the environment
@We will develop a new technique with which to estimate the emission of chemical substances into the environment by taking into consideration of various factors which have not been taken care sufficiently in the past. Such factors include emission from various processes, eg. the manufacture and use of chemical substances, and the exposure of humans and living organisms, as well as their changes over time.
2. Research on development and use of a method for predicting the toxicity of chemical substances
@We will develop a mathematical model and other tools with which to predict the ecotoxicity of new chemical substances for which information is yet to be compiled. We will also gather and organize the information necessary for the prediction.
3. Development of biological testing techniques based on mechanism of action of chemical substances
@Chemical substances will be classified based on their mechanism of action, and biological test methods will be developed for the evaluation of combined exposure to multiple chemical substances existing in the environment.
